Any one of these
- A Polish citizen living in Poland
- A company or organisation based in Poland
- An EU, EEA or Swiss citizen, or their family member, living in Poland with the right of residence
- A foreigner with permanent or EU long-term residence, or 5 years of continuous legal stay in Poland
